Update :

·         More people will be able to get back to work as additional businesses and services in certain regions across Ontario can begin reopening this Friday. The Ontario government  in consultation with the Chief Medical Officer of Health and local medical officers of health  is enabling more regions of the province to enter Stage 2 of the government’s reopening framework. These regions are able to reopen due to positive trends of key public health indicators at the local level  including lower transmission of COVID-19  sufficient hospital health system capacity  local public health capacity to assist with rapid case and contact management  and a significant increase in testing provincially.

·         The Chief Medical Officer of Health issued a memo to hospitals regarding resumption of visitors in acute care settings. The “COVID-19 Acute Care Guidance” and “Operational Requirements for Health Sector Restart” have been updated to support resumption of visitors in acute care settings. Memo and updated guidance documents are attached and will be posted on the ministry’s website shortly.

Update :

·         The Ontario government announced it is providing more flexibility on the number of attendees permitted at indoor and outdoor wedding and funeral ceremonies. Based on positive public health trends the government is extending the number of people allowed to attend an indoor wedding or funeral ceremony to a maximum of 30 per cent capacity of the ceremony venue.

Update :

·         Emergency Orders have been updated to reflect Stage 2 opening in parts of the province.

·         People throughout Ontario are being encouraged to establish a social “circle” of no more than 10 people who can interact and come into close contact with one another without physical distancing. Dr. David Williams, Ontario’s Chief Medical Officer of Health, updated public health advice to come into effect immediately province-wide to allow social circles of up to 10 members, including those outside the immediate household. Social circles will support the mental health and well-being of Ontarians and help reduce social isolation.

·         The Ministry of Health has updated the Patient Screening Guidance document and it is attached. It will be available shortly on the Ministry’s website.

·         A new Guidance for Workplace Outbreaks has been created to support public health case investigations and outbreak management in workplaces. It is attached and will be available shortly on the Ministry’s website.

·         The revised CMOH Directive #3 and guidance documents for Retirement Homes and certain Congregate Living Settings have been uploaded to the Ministry’s website.

·         Today, the Ministry for Seniors and Accessibility (MSAA) and Ontario Health released details of the testing strategy for retirement homes.  The following documents are available on the Ministry of Health’s website:

Update :

·         In consultation with the Chief Medical Officer of Health, the Ontario government announced the gradual resumption of visits to long-term care homes, retirement homes, and other residential care settings, starting on June 18, 2020.

·         Directive #3 has been revised to include various updates to:

o   Admissions and Re-admissions to enable the transfer to LTCH/RH from hospitals or community.

o   Short-Stay Absences to support Retirement Home residents to leave in accordance to MSAA policies and transfer to hospital, under specific circumstances, from a home in outbreak.

o   Allowing for certain visitors in alignment with the MLTC and MSAA visitor policies.  

o   Changes to address ending a suspect outbreak/outbreak assessment steps based on negative test results.

o   Updating language around advanced care planning and expressed resident wishes about future treatment

·         Documents supporting the revised directive are attached and include:

o   Memo Re-introductions of Visits & Transfer of Hospital Patients and Community Clients to Long-Term Care Homes

o   MLTC Policy on New Admissions and Re-admissions to Long-Term Care Homes

·         Long-Term Care guidance documents will be updated in accordance with the revised Directive.

Update :

  • UPDATE: Today, the Ontario government announced its plan to reopen child care centres across the province to support the next stage of the province’s reopening framework. Developed in consultation with Ontario’s Chief Medical Officer of Health and medical leaders at The Hospital for Sick Children, the plan will require child care operators to follow strict health protocols to ensure the safety of child care staff and children.
  • On June 8th, 2020, the Minister of Health issued an updated order and direction under the Health Protection and Promotion Act requiring specified health care providers as well as retirement homes to report on their CSE inventories and anticipated needs. This order and direction replaces the order issued on March 27th, 2020, and allow for a reduction in reporting frequency from daily to twice weekly. The updated Minister’s order and direction is attached and is available on the MOH COVID-19 Website. Instructions for participation are published on the Ontario Health Website.

 Today, the Ontario government announced that it is getting more people back to work and more recreational activities open by moving forward with a regional approach to Stage 2 of reopening the province. In consultation with the Chief Medical Officer of Health and local health officials, the government is easing restrictions in communities where it is safe to do so, based on trends of key public health indicators such as lower rates of transmission, increased capacity in hospitals, and progress made in testing.

344 new cases were reported in Ontario today, bringing the cumulative case count to 29,747 (this includes 23,583 resolved cases and 2,372 deaths).

·         In Ontario, a total of 809,053 tests have been completed, with tests performed at Public Health Ontario Laboratories and non-Public Health Laboratories. There are currently 12,247 tests under investigation.

·         749 patients are currently hospitalized with COVID-19; 118 are in ICU; and 94 are in ICU on a ventilator.

·         The Acute Care Guidance Document has been updated for consistency in language with other guidance documents. The Summary of Required Precautions table has been updated as well. Both English and French versions will be posted on the Ministry’s website shortly.

455 new cases were reported in Ontario today, bringing the cumulative case count to 30,202 (this includes 23,947 resolved cases and 2,407 deaths).

·         In Ontario, a total of 832,158 tests have been completed, with tests performed at Public Health Ontario Laboratories and non-Public Health Laboratories. There are currently 12,384 tests under investigation.

·         673 patients are currently hospitalized with COVID-19; 117 are in ICU; and 97 are in ICU on a ventilator.

Actions Taken:

·         The Ontario government, after consultation with the Chief Medical Officer of Health, has extended all emergency orders currently in force under s.7.0.2 (4) of the Emergency Management and Civil Protection Act until June 19, 2020.

356 new cases were reported in Ontario today, bringing the cumulative case count to 29,403 (this includes 23,208 resolved cases and 2,357 deaths).

·         In Ontario, a total of 786,323 tests have been completed, with tests performed at Public Health Ontario Laboratories and non-Public Health Laboratories. There are currently 12,760 tests under investigation.

·         776 patients are currently hospitalized with COVID-19; 121 are in ICU; and 94 are in ICU on a ventilator.

Actions Taken:

·         The Ontario government has appointed Dr. Jane Philpott as the special advisor to support the design and implementation of the new Ontario Health Data Platform (formerly known as PANTHR). This data platform will provide recognized researchers and health system partners with access to anonymized health data that will allow them to better detect, plan, and respond to COVID-19. As well, this platform will support projects from the Ontario COVID-19 Rapid Research Fund.

·         Guidance for Summer Day Camps has been posted on the ministry’s website.

338 new cases were reported in Ontario today, bringing the cumulative case count to 29,047 (this includes 22,811 resolved cases and 2,312 deaths).

·         In Ontario, a total of 765,501 tests have been completed, with tests performed at Public Health Ontario Laboratories and non-Public Health Laboratories. There are currently 11,636 tests under investigation.

·         791 patients are currently hospitalized with COVID-19; 127 are in ICU; and 92 are in ICU on a ventilator.

Actions Taken:

·         The website for temporary pandemic pay has been updated with more information on the implementation of the program.

·         In consultation with the Chief Medical Officer of Health, Ontario has extended the provincial Declaration of Emergency to June 30. The decision supports the government’s efforts to respond to the COVID-19 outbreak and protect the health and safety of Ontarians as the province reopens in a measured and responsible way. The extension, under s.7.0.7 of the Emergency Management and Civil Protection Act, was approved by the Ontario legislature yesterday.

Actions Taken:

·         The Ontario government continues investing in local manufacturers in order to keep frontline workers and communities safe during the COVID-19 outbreak. More innovative businesses are receiving financial support today through the Ontario Together Fund to re-tool their processes and increase their capacity to make personal protective equipment (PPE).

Actions Taken:

·         Guidance for Congregate Living for Vulnerable Populations has been posted on the ministry’s website.

·         A new guidance document has been developed to support summer day camps that will operate during the months of July and August 2020. The document in English and French will be posted on the Ministry’s website in the coming days.

·         The Ontario government announced that it has enacted a new regulatory amendment that will put non-unionized employees on Infectious Disease Emergency Leave during the COVID-19 outbreak any time their hours of work are temporarily reduced by their employer due to COVID-19. This will ensure businesses aren’t forced to terminate employees after their ESA temporary layoff periods have expired.

·         Dr. David Williams, Chief Medical Officer of Health, and Dr. Barbara Yaffe, Associate Chief Medical Officer of Health, will now hold bi-weekly media briefings to provide an update on the province’s ongoing response to COVID-19.

·         The Command Table met on May 22, May 25 and May 29; summaries of the discussions are attached.
